Request For Proposals (“RFP”) - Opening Day Collection for Deschutes Public Library District Downtown Bend Library

NOTICE IS HEREBY GIVEN that Deschutes Public Library District (“DPL”) is requesting sealed proposals from vendors experienced in providing public libraries with popular, educational, technical, scientific and trade titles in various formats including books and materials and/or related services (“The Proposer”) and awarding purchasing agreement to meet DPL’s Opening Day Collection (“ODC”) for its Downtown Bend Library location. This RFP will provide DPL with all ODC materials needed to open the newly remodeled library.
DPL serves Deschutes County with facilities in Bend, Redmond, La Pine, Sisters, and Sunriver. Materials are selected and purchased centrally using electronic ordering and invoicing. DPL’s automation vendor is Innovative Interfaces, Inc., using the latest Sierra software. DPL’s total materials budget for the Downtown Bend portion of the ODC project is not to exceed $2,000,000.00 and the collection capacity size of the Downtown Bend Library is up to 100,000 items. This RFP is for Proposers who will provide the full inventory of materials required for opening the Downtown Bend Library at the conclusion of the 2026-2027 Downtown Bend Library remodel.
It is expected that the Proposer chosen through this RFP process will provide the full inventory of materials required with limited exceptions. Exceptions may include vendors that provide specialized formats (example: DVDs or VOX books), or materials that are only available from a specific vendor or publisher (example: law materials, large print available only from Gale, or non-English language materials).
Sealed proposals will be received until 10:00 a.m. on Friday, November 14, 2025 (“Closing”). Clearly mark proposals “Deschutes Public Library District: Downtown Bend Opening Day Collection” and submit to Emily O’Neal, Technical Services Manager, Deschutes Public Library District at 601 NW Wall Street, Bend, OR 97703. Proposals received after Closing will be rejected as nonresponsive and returned unopened. Electronically transmitted proposals (including faxed and emailed proposals) will not be opened and will be rejected as nonresponsive. Public opening of responsive proposals will occur at 601 NW Wall Street, Bend, OR 97703 at 10:00 a.m. on November 14, 2025.
DPL reserves the right to reject any and all proposals or waive informalities in proposals. DPL may reject any proposal not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any and all proposals or waive any specification or requirement upon a finding that it is in the public interest to do so.
The Request for Proposals may be obtained from Emily O’Neal at emilyo@deschuteslibrary.org and shall be available for review at the above address beginning October 27, 2025 until Closing. Sealed proposals must be hand delivered or mailed to Emily O’Neal at the above address.
No prequalification for proposers is required. Selection committee members may not be contacted or solicited.
